Due to size of bed this is listed for local pickup only.  Delivery and setup may be possible in the southeastern United States for an extra charge depending on location.  This bed is gently used and fully functional.  Pictured above is the maximum inclined position.  It can go in any position between flat and max incline for both head and feet.  It comes with the half length rails already included (normally about a additional charge). It looks as if maybe the plug was yanked from the wall and someone replaced the plug.  It has been fully tested and working perfectly.  For more information on the bed you can check out the following links for full brochure and other info.  The weight capacity for this bed is 350 lbs.  It does not include a mattress but Drive Medical mattresses can be purchased and delivered for around 5 or less online.
